The Hereford test centre is the clear first choice for local learners, sitting just north-west of the city centre with a pass rate comfortably above the national average. Routes typically cover the residential streets around the cathedral quarter and stretches of the A49, so most instructors dedicate the final lessons to building confidence on those roads and junctions.
Monmouth is around seventeen miles south, across the border into Wales, with a pass rate slightly above average and a useful backup when Hereford slots are scarce. Abergavenny lies roughly twenty-one miles south-west, posting a strong pass rate similar to Hereford's, though the distance makes it a less convenient option for most learners unless Monmouth and Hereford are fully booked.
Hereford is the obvious choice for theory tests, located just west of the city centre and easily reached on foot or by local bus.
